Sounds like System Restore is disabled. Check that first:
    1. Right click on MY COMPUTER
    2. Select PROPERTIES
    3. Select the SYSTEM RESTORE tab
    4. Make sure there is NO checkmark in the Turn off System Restore on all drives box

If there IS a checkmark theren, taking it out will turn it on, but you still won't have any Restore Points. Sorry.
