    Riding mower blades will not engage when the cutting level is set to 1, 2 or 3

    Hi,
    Just a guess without a model number to reference, but I would say that something is not getting full movement in that mechanism and showing up at those levels. It is liable to become worse and affect other levels if not corrected.
