Compression release specs.
My 15 1/2 hp B7S engine will not turn over more than 1 rev before it seems to bind up. The starter has been replaced along with the solenoid and It turns over OK without the plug in, so I am under the impression that the compression release is not operating properly. How do you determine what top dead center is on the compression stroke?

How do I adjust the valves? I was told that I need to release the compression. Any pictures that show how to get to valves and how to adjust? The engine compression get to great for the starter. This is on my TROY-BILT pony riding mower.
