    Briggs Intek Governor Spring
What is the static setting of the governor spring at rest on a Briggs 6.5HP OHV Intek as depicted in the following diagram?: (part No.209) Should it be tight or slack?

Secondly, does the end of the governor lever( part No. 202) hook in the small hole or the bigger reinforced hole on the carburetor throttle plate? Thanks!
