    18 hp Briggs & Stratton intek surge
    Engine surges no matter what throttle level when mower not engaged---plug, air filter & fuel filter replaced--carb. Cleaned--no change. When blades are engaged engine runs fine but when disengaged at full throttle engine races then backs off only to race again. Less throttle same results. Any suggestions?
