Has two wires from under flywheel red and black and two other wires going behind the starter (not the starter wires) how do I use these wires to get this motor running?

If wires are disconected mower should start. You have ignition cut wires and charging wires, If disconnected engine will start but not charg battery or shut off unless fully choked.

    Thanks newaukumdon!

The red wire behind the starter goes to the carb - I put pos 12 volts to it and grounded the black wire that is with it - thought maybe had to be hot to open carb valve?

If you dump some gas in the carb, after cranking for a while, the motor will fire and run for about 4 seconds than die. I put a another identical carb off a 14.5 B&S and it does the same thing. New plug and does the same thing.

I cut those 4 wires to make sure it was not some safety switch or ignition problem. Could it be the spark coil?

    Thanks... mark

You are correct it is a fuel solenoid and needs to be energized. It may be bad listen for a click when 12-V activated.
