First thing to try is to unplug the TV for a while (like over night), and plug it back in.

Second thing is to put some electrical tape of the IR receiver just to make sure it's not a remote control doing it. If it still does it when the IR receiver is blocked, then it is a part inside the TV.

DO NOT TAKE APART THE TV UNLESS YOU HAVE ELECTRONICS EXPERIENCE, YOU DO SO AT YOUR OWN RISK.

There are three likely culprits. One is your main board, the other the function board and the third your IR board. In some TVs the IR board and function board are all one part. To test what part it is, disconnect the IR and the function board(s) from the main and see if it still acts up. You can actually leave the function board disconnected (as log as the IR sensor is not part of the function board), and still use your TV with the remote.

If the TV still acts up with both the function and IR board(s) removed, then the culprit is your main board.

As far as getting parts, I have absolutely no idea where you can get them for a Bush TV. But hopefully it's just your function board and hopefully it's a separate part so you can just disconnect it and use the TV with just the remote.
