I would like to be able to open a job agency for those with records to give them the opportunity to take classes and learn and try hard on methods to prove companies they have not only learned from their mistakes but also how much of an asset they would be to their company. I'd like it to be a safe haven- a resource center. I'm not charging them fees so I wasn't sure it I could apply for any grants or loans that are nonprofit or how that works. Im not sure where to start. Any advice would be helpful! Thanks!

You won't get grants for something that isn't off the ground. You struggle for free for a while, and then word gets out, and you do some fund raisers, and you learn how to start a 501c3 with all the requirements (you can get the IRS pubs online). Meanwhile you gather info on all the technical programs and GED and companies that do on job training, and so on. It isn't easy. Plan on a good 50 hours a week or more for free for several months.

You will need to form your non profit and get all of the first plants in place, You will need to go out and sell the idea to businesses, find companies that will place people in them, find teachers for the program. And find some private funding, grants will never pay an entire program and you will need to find other funding anyway
