I have a weedy lawn myself, and have looked into various programs offered by lawncare pros, but see that it would take several years just to recover the lawn to something nice, like the neighbours, so I plan to do this:

Rent some tilling equipment, that will rip up the lawn / weeds.
There are products you can buy that can kill the whole lawn, such as Roundup prior to ripping up the grass/weeds.

Rework the soil my mixing good quality soil and fertilizer, manure and compost into the existing soil. Smooth it out and re-grade it.

Lay down some new sod. Google "replacing sod" and you'll get quite a few sites with step by step instructions.
