Biden requests funding, which is to say the allocation of funds the feds do NOT have, and the ever compliant repubs will, of course, comply. It will never occur to anyone to insist that funding be cut somewhere else to free up funding for this, nor to make a marginal tax increase to provide the money. It will just be the usual idea that if we pretend to have money, then we must have it.
