The framers clearly gave the power of the election to the states with some small duties to Congress. Their attempt to nationalize them through Congressional action will not get done before the midterms . So what is an election rigging Dem supposed to do ?

What Clueless has done is essentially take Zuckerberg's 2020 model where he spent mega Zuck Bucks in targeted voting districts to mobilize Dem voters .But this time the American taxpayer foots the bill.

As we get closer to 2024 more details are emerging .
