My 1995 Honda accord does not start,I looked at the cams they are not moving,the timing belt is tight ,but it is not moving.

The first thing I would do is remove the distributor and make sure it has not seized or jambed. After removing the distributor, try rotating the crankshaft pulley bolt counter-clockwise (CCW) and verify that the camshaft rotates normally. If the problem persists, I would remove the valve cover, upper timing belt cover, and lower timing belt cover and check things out. It's possible the water pump seized. Be prepared to replace the timing belt, tensioner, and water pump, provided there's no indication of major engine damage. Once you have the covers off, it should be apparent what the problem is.
