What's up with my washer and dryer?
When the maintenance dude came over, he's like aaahhhh, I need to check the breaker. He did and it turned on and that was it. As soon as he left, it stopped working... I don't even know which braker pad he messed with. What do I do?

Braker pad? You mean breaker panel, and it's a resetable switch in your electrical panel that upgraded from the old style screw in fuses that used to be used.

If it tripped that quick you have a problem that needs to be located and addressed by someone qualified. I'd start by calling the maintenance guy again.

I wish I knew about all this stuff. And there's also this clamp for the dryer he says I need to buy on my own so he can connect... but I don't know anything about this stuff, so IDK what I'm supposed to get? Might you know how important this clamp is? Maintenance is such a headache around here.

In an apartment it's their problem to fix. Call the maintenance guy and make it clear he knows the breaker keeps tripping. And find out where it is.

Frustrating yes... but if you or someone else damages anything... they would hold you financially responsible... so its best to let them deal with it.
