    Running water
    I changed the pressure release valve because it was bad it was letting water pass through.turned main water back on and red pointer is still moving and I can hear the water coming into the tank hours later

    That means you have a leak somewhere.

    I assume that you replace a PRV (pressure regulating valve). Don't know of a pressure release valve unless you are talking about the T&P (temperature and pressure) release valve on your water heater.
