Does your computer have the supplier phone tools CD installed.
Some phones can be fussy how they deal with data transfers.

After doing some digging as I'm not familiar with this phone as I'm from the UK, it uses a USB connection.
Now what happens when you plug the phone into your computer ?

Nothing happens. I expected to see a new window pop up but it didn't. Usually when a new device is pluged into a usb port I see a new page, but nothing works. I went through my manual and did what it said b ut no results.

    Try this.
Make sure its OFF, plug it in to your computer and turn it ON.
Hopefully this should allow windows to see it.

What version of windows are you using ?

You should do a search on Google for bitpim. Transferring ringtones and/or wallpaper is a bit trickier on nextel phones than with cdma networks such as verizon or gsm networks such as cingular

Go to Motorola iDEN - Product Support
And install the media transfer software. It will tell you when to connect your cable. User friendly and works great. You just can't transfer from your PC to your phone.
