If aressted for a crime but not charged is that being convicted of a crime
I am being promoted to a manager at work and it asks if I was ever convicted of a crime. In 2003 I was arrested for possession, then in 2011 my case was refused. How should I answer the question

Conviction comes from the courts as a judgement.

A conviction means you were charged and it went to trial and you lost...

Absent a court rulling in a trial declaring you guilty... there was no conviction.

No court, therefore NO conviction or charge.
What might show on the background check is the arrest.

You need to elaborate on that one...

Did you have a court date you skipped out on? Otherwise moving out of state would have no bearing on this.
