I am looking for the name of an animated film that came on HBO in the 80's about a little rocket (or firework of some sort) that was in a pond and it had a talking dragonfly and I believe some other characters. At the end the rocket was lit somehow and flew into the air. That's all I can remember. Any help would be greatly appreciated.

I remember seeing this cartoon when I was little myself.
An arrogant, self absorbed rocket belittles the other fireworks
In the display, and brags about the brilliant display that he's
Capable of. Each firework is chosen, then lit. All the smaller
Fireworks get their turn to show off their explosive display.

Eventually the rocket is the last firework left, but somehow(I can't quite
Remember how) he's lost, and he rolls down into a pond. As morning
Dawns he dries out and somehow his fuse gets lit by accident. The
Rocket explodes with all the beauty he bragged about during the
Festival, but since it was mid-day no one sees him. His display was wasted.
