2005 equinox a/c fan switch??

a/c only blows cold air, when car is moving --- when stopped at a light(ETC.) it doesn't blow cool, or cold air. As soon as I start moving cooler air starts to blow.

Is there a engine cooling fan switch, that comes on when a/c is turned on.
