    If it is a Dell the front USB ports could have dies, The main power switch runs through these ports/is connected in line with them, such a failure could cause the issues. This is usually the case if the computer does not make any beeps and the screen doesn't even begin to turn on. It could also be a blown circuit on the mother board, but its a lot easier and cheaper to first try replacing the front usb ports.
