    Operating system? Web browser? All websites or just a specific one? What kind of download is it? What type of file is it? Are you downloading from a browser or are you trying to download through a program?

    Technically by visiting a website you are downloading, so you actually can download something.

    As Curlyben mentioned, we need more information.
