    Shoud I issue 1099 to the author
    Should I issue 1099 to all the author, when's the deadline for 1099.

    Author of what? If someone did work for you and you want to deduct what you paid then you need to file a 1099

    You are ALREADY oast due for Form 1099-MISC for royalties for authors, but better late than never.
