Mu upstairs a/c is NOT keeping the temperature below 80. Cold air is coming from vent

Thermostat is set at 70. In the afternoon temperature gets to around 80. Storm windows and drapes are used to keep out the hot air and sun. There is cold air coming from the vents. Filter is clean and no outside ice on the lines.
Keeping upstairs cool more cost effective than not?

We have a 14 seer downstairs (d/s) unit and a 13 seer up stairs (u/s) unit on our house. The d/s is where we live as the u/s we only use for the game room and extra room as an office. So we "live" (no one sleeps upstairs) down stairs and therefore don't have to cool the u/s as much as the down. ...
No heat upstairs

I have a gas boiler fhw baseboard system with 2 zones (teco z valves & 1 cir.) and have no heat upstairs. I switched the valve heads between the 2 zones- still the same. I replaced the t-stat upstairs- still the same. Any suggestions?

I just moved into our house beginning of May. We live in the Northeast so we got some cold nights and required to turn the heat on to keep the kids warm at night.
