You need to try to get them out of the instillation. Kittens should be with their mother and should be where they can be surely safe. Where is the instillation exactly? You could contact your local humane society and have them help these cats get a vet visit.

The humane society will only give us a trap they won't come out an the installation is under our home and is not really accesible to because it's a very small crawl space between the house an the ground

[I did not know you had posted until right now.]
I'm going to research more about installation to try to help the kitten's situation. How long exactly have they been in there? Do you know if they have eaten anything or drinken anything, or even gone to the bathroom? Try luring them out. How has the mother been since the original post? At this point you should seriously contact someone, could you contact the police to send someone who could get them out? The sooner they are out, the better chance for them there is. What trap could they give you? I think the best option in this situation is to contact the police and explain the situation and have them send someone to remove them from the instillation.
