The ATI READON 9250 is a pci graphics card. That is it goes on one of those white slots inside your computer. You can see the specifications here:

A graphics adapter is ALWAYS internal. The question is whether its "on board" or not. And on board adapter means that the chips connecting the computer to the monitor are built in to the motherboard as opposed to being on a separate graphics card. Generally you can tell by looking at the back of the PC, if the connection for your monitor is in one of the backplanes where you can add cards its not on board, If its on the side near other connections, its on board.

Who is telling you that you need to know this? Basically, if the monitor supports VGA it will work regardless.
