    There were a couple cartoon dogs I vaguely remember that snickered. If you are referring to cartoons, the one I think you mean was the Dastardly & Muttley cartoon. Dastardly was the owner and Muttley was the dog that snickered.

    There was another cartoon with a dog that I think snickered once in a while. He was Precious Pup and was owned by Granny Sweet Granny Sweet (Precious pup's owner)
