The more I look at it the more it looks like one of those smoke free ash trays.

You put your cigarette in the little grooves, you push the middle button and the fan thingy opens up and sucks the ashes and smoke into a bowl thingy attachment.

Are you seeing it, because that's all I can see now. ;)

It can't be a rim. Rims don't have bolt-end-thingies sticking out of them.
