Monobenzone itself begins to remove skin pigmentation unevenly, regardless of where it's placed. Your melanocytes and melanin in general are several layers below the epidermis and concentrated in various proportions; as such, Monobenzone doesn't affect every cell the same way as others.
Some cells are depigmented while others remain the same. If anything, you will notice some unevenness, even in lower dilutes. However, it is possible to even out your skin over time through use of Monobenzone and using other products.
