Yes, my idea of a petition, I want to stop the new beer joint from opening, I start a petition to get people to sign to shut it down

Perhaps "petition" is the wrong word. I want a piece of paper that people can sign saying that they support a BBQ stand being opened in a particular location.

Then calling it a petition would be the correct word.
You might start something like that in the following way:
We, the residents of (name of town or specific neighborhood) who have signed our names below, support having a barbecue stand being opened and operated at (location). We all agree that having such a business in that location will be beneficial and helpful to our community.
Thank you.
That's just one example of how it might be worded.

Hello Momma:
Most business's are NOT started by popular demand. They're started by people with money. Instead of signing a petition, the people will make their preference known with their feet.
Who are you going to present you petition too? The city?? Why would they care?? What they care about is zoning and taxes. If the BBQ joint is licensed, they're not going to care much about your petition.

The owner of the gas station that we want our bbq stand in is already partially on board, he wants us to prove that it would be worth his time and money to help us. It's going to be a 50/50 venture.

If you get enough people to sign the petition, then he will have proof that enough people are supportive of it that it should be worth the risk to get it going.

Make sure the petition wording is set up to the satisfaction of everyone concerned including the future business partner, and that the signers put down name, address, and phone number. I've known about petitions that have been tossed out because they were missing a vital piece of information.

That's to verify (or make it possible to verify) all names that have been signed. Otherwise, any Tom, Richard, or Harry could sign any name and make the list very long.
