When a role is eliminated within a company, how long before that company can hire or promote someone with the same job role/title of the person they eliminated?

Depends on the class of employee that was terminated. If s/he was an at will employee, about 1 second.

The only real difference is that the distinction of having a role eliminated and just being fired makes is the ease in which unemployment insurance can be obtained by the fired employee.
