    220v feed to 110v
The electrical needs are for my parents home in the Philippines. They use 220v there. They are building their house(So new wiring). They want outlets that can handle 110v. No one there seems to know how to do it? Any suggestions?

There is a way of installing 110 volt wiring, but a distribution transformer is needed along with a distribution system, such as a circuit breaker panelboard fed by the transformer.

May be simpler, since no one there knows what to do for permanent wiring, to use a voltage stepdown transformer or a voltage converter, that would plug into the 220 volt receptacle, and give a 11 volt receptacle and 110 volt power.

These are what travelers would use, here is a website that shows the 220 volt plugs used in the Philippines and near the bottom are a couple of links for step down transformers and converters:

    PHILIPPINES PLUG ADAPTERS WA-5, WA-9 , #1, #3, & #6

Using this method, the new home gets wired as normal, and with one of these devices, any 220 volt outlet in the home can be used for the 110 volt appliance you desire.
