Is there another way you can make the top crunchy without the torch?
And also, do I have to use cinnamon sticks? Or can I use normal powder cinnamon?

You can always put them under the broiler but would have to catch carefully it does not catch fire. The torch is the easiest and most controlled method of browning and giving the crunch. You can use cinnamon powder.
