Can I start a website for free giving advise or just being a friend and charging a small fee. I have been out of work for a year and I am financially on my last leg. :(

I would think that this website would give you a good run for your money. What could you offer that isn't offered here free of charge? Only your advise, here people receive advise and opinions from many, giving them options instead of exclusions.

There is nothing stopping you from setting up such a website. That's the easy part. The hard part is getting traffic to your site and convincing people that your advice is worth paying for.
