    EU law, Free movement of goods
    In relation to EU law, would a total ban on advertising be a quantitative restriction or a MEQR in regards to Article 28

    Doubtful in the extreme.
    How would the ceasing advertising affect the movement of goods?
    Also it's not a blanket ban on ALL advertising, just certain items, most notably tobacco products.
    What do you think ?
