I found nothing on the Internet containing the numbers that you have listed in the order that you have listed them. Are you sure that you have listed the correct numbers and also in the correct order? Perhaps if you try a search using the words of the original question that you were given, you might find the answer again on the Internet.

First three digits are 4 0 3.

Note there are 26 entries in the list, representing the 26 letters of the alphabet. It took me a while to realize that this is a list of the first letter of states in the US. So the first digit is 4, for Alabama, Alaska, Arizona and Arkansas. There are no states that start with the letter B, hence the second number is 0. The third digit is 3 for California, Colorado, and Connecticut.
