My current notebook broke down, so I have to purchase a new one. I heard that IBM notebooks are cheaperly sold in USA, anybody ever has experience of buying things abroad?

You might want to nose around for businesses that are upgrading and getting rid of their present laptop computers in order to get one at a really decent price. Such places might be insurances companies in particular. That's my attempt at answering your question. Hopefully, others will be along to address it.
