I am diploma in information technology the two years diploma. I don't know whether with this course can I get Permanent residency or not. Some of my friends are telling me that I have to do university to get PR and some of are telling me it depends on the point calculation. Please if anybody can help me with this.

Check out this site to see if you would have enough points. Your two year diploma may be an issue... depends on whether they will accept that as the educational requirement. You might find going in on a student visa and attending university will be a better option.

You must need to finished two year university or post graduate degree in order to apply for permanenet residency. But I am not sure that they will ask for work experience or not.

The government is now limiting the skilled occupations that can be used to migrate to Australia. There was a good article about chef's coming to Australia on Simple Australian Migration And also check on Department of Immigration & Citizenship which is the official Australian government site for immigration.
