    Hi,
    Judicial Activism is when a judge makes a ruling based on personal perference; not on a passed ruling, precedent, or an existing law.
    When a judge makes a ruling on a precedent, it is said to be called precedent.
    So, to answer your question,

    A judge who relies on a precedent set by another judge is making a ruling based on "a precedent".
