Creating an Architectural Control Committee ?
My wife and I recently moved into an existing community in Roseville California. With-in a few months we began to noticed that there were several homes in the neighborhood that were in violation of the CC&R. (e.g. person living in a motorhome in the driveway, 12 people living in one 1,300 sqft house etc.)
We do not have a home owner association to enforce the covenants, conditions & restrictions. There are many responsible neighbor's in the development that want to start up an Architectural Control Committee. Has anyone ever done something like this before?

I assume that we would need to send out a neighborhood letter stating our intent.

Any other advise would be greatly appreciated :)
