You need to provide a little more info. What type of lien? There are certain types of liens that can be filed immediately. With other types you need to sue the person and win a judgment against them.

The lien is for some work ( new construction cleaning service) that was done at this perticular building and now that it has been complete they have not made any payments
The amt owed is approx. $11,000.00.

You would sue them in court, get a judgement, and then get a lien.
** normal way, some states may allow for a mechanics type lien

You may be able to file a mechanic's lien. Contact the court clerk in the county where the property is located.
