    I talked to 2 Dell tech support people and they couldn't help. I did a search for Eula and found 2 application files and tried to delete, told me I needed permission. This is a home computer so I signed on as administrator went back to those 2 files and deleted them. It never showed in msconfig under startup or anywhere other than task manager. Thar's the only way I could get rid of that annoyance.
