First, call up and find out what are the legal times someone can make a lot of noise and get away with it. Second, once you know that say after 11PM to 7AM they are not allowed to practice their noise, call the police. Period. There is no other way around it. Just talking to the manager is just going to waste your time and the manager's time as the manager will probably refer you to the cops. So by calling the cops you are skipping a lot of extra aggravation with the management.
After a few times of being called out and told to knock off the noise, the band will choose to practice elsewhere. Right now they think it's perfectly okay to make such racket anytime they wish as no one has told them otherwise. The police are much more effective in dealing with things like this than the manager of the apt complex.
Oh, when you do call the police up, don't use the 911 emergency line. Use the non-emergency line. It may take a few extra minutes for them to respond, but in the long run the police appreciate you not making an emergency out of a non-emergency situation. And you being in Phoenix, I am quite certain the police have dealt with this problem many times before so they definitely know what to do. Be sure to tell the dispatcher they speak Spanish and a Spanish speaking officer will probably arrive to set them straight that they just can't do this sort of thing in an apartment house.
