    Establish identity
    I've tried to get a birth certicate for a family member and it has not worked out. They are saying that he doesn't exist so what's next to do. He doesn't know who his relatives are which makes it difficult.

    Do you know the name of his birth mother; her residence at the time? If you do, this may be a place to start.

    How old his he ?

    Why are you doing this, is not able to because of illness ?

    In many States only the person who can prove his/her identity can get his/her birth certificate.

    What is the exact situation?
