TxGreaseMonkey is the man... 99.9% is the ICM or Coil. It would be probably best to simply replace the whole distibutor(get a good one from wreckage $100)very easy job. Let us know if this resolves...

Civic fuel pumps are rarely faulty, you probably need a tune up or check main relay, spark plugs/wires, fuel filter, change the whole distributor or ICM and coil.

Yep, I had the same problem with my Honda and thanks to TxGreaseMonkey answear, its your ICM and coil but check your plugs and wires first.
