Try formatting the cells, as " General"*" " with out the double quotes.

You can use the ROUND function, for example.
=ROUND(A1/A2,2) which will round to 2 decimal places.

Not seeing what your data is like. If for instance you want 6 digits then format the cells as "000000" (without the quotes), this will display leading zero's ie: 123: 000123. Otherwise text.

Then apply the rules. For Excel 2007 +. On the Home Tab > Conditional formatting > new rule. Or keyboard shortcut: ALT + H L N
