I am installing a new roto stop cable and need to know how to secure the cable to the roto stop under the engine. It has a "washer" and do I just force it on the end of the cable??

Both answers are correct! The joint compund needs to be feathered out and the patch needs to be primed. Joint compound soaks up paint so it needs to be sealed with primer.
