Yeah I agree with Seahawk. If I rememer rightly, DX9c ONLY installs on XP SP2. Ensure you have SP2 installed, that your OS is legit, and then install DX from his link.

SP1 was released to the public ages ago but won't show up in winows update at all on some machines due to a bug. If it doesn't show up use the full package that seahawk linked to.
