When you say "trying to start" I assume that the engine is not starting. The rotation of the engine after it starts is what turns that gear on the starter and makes it go back down.

The good thing is that transaxle was very popular in Murray and Craftsman mowers. You should be able to find a good used one fairly cheap.

If you can push the mower and both wheels spin freely but the pulley on top of the transaxle will not turn then you need a transaxle. Most repair shops will not repair transaxles.

More than likely you have blown the fuse. Follow the red/positive cable from the battery. It will go to the solenoid. The fuse will be within a few inches of the solenoid.

Sounds like your carburetor needs to be cleaned or replaced. A stuck needle valve in the carburetor will let the gas flow into the engine when it is not running and fill the crankcase will gas.
