Perhaps the tank is supposed to have air in it, but doesn't, so the gauge is reading zero. Does the tank have a valve stem on the top somewhere (bicycle tire stem)?

Generally, any strong acid is a poor choice. Strong acid will very likely eat your pipe, and you'll then be forced to replace it.

You don't mention whether you've tried an alkaline drain cleaner...
