The fan is not connected to the compressor, just make sure you get the right rpm when changing it.

Is the compressor running or just the fan? Could be bad fan motor or bad start capacitor. As for why it runs when t-stat is off must be a stuck contactor. Turn power off and check for burnt wires...

Change air filter, check to see if there is ice on copper lines inside or outside on units. May ne freon and frezing up

Well there is no nitrogen in the system inless you put it there so that can't be a issue. Not pulling a vac is not good but should not cause the problem you are having. Did you see this black freon?
