The cheapest way that I can think of without running drains underground is to build and eyebrow across the gable end and just have gutter run the entire span of the house.

The dimensional shingles usually will cost a little more, at least where I live, And will have a longer warranty, higher wind rating, and are easier to lay.. If you can get them cheaper where u live...
